Phyllis Herring received her bachelor's degree in home economics education from Eastern Illinois University, and her master's degree in human resources and family and consumer sciences from the University of Nebraska.

Herring is active in her local church. She works with teenagers and also serves as an assistant in their local Family History Center.

Professional organizations include Illinois Extension Association for Family and Consumer Sciences (IEAFCS) and the Epsilon Sigma Phi organization for Extension professionals.
