Joe Toman has been with University of Illinois Extension since 1993. His initial responsibilities as an Extension Educator in Integrated Pest Management (IPM) involved working in the areas of: crop production, urban systems, and youth education. In this role he served as a primary source of information on environmental, ecological, and social issues that related to IPM.

In November 1999, Toman was named to the position of Associate Regional Director for Business and Resource Planning. In this position he assists the Regional Director in providing overall leadership and direction for facilities and equipment, financial management, and non-academic human resources in the Northeast Region. The general responsibilities include serving as administrative liaison on Extension regional administrative teams/committees; working with staff and clientele groups and organizations in the implementing of polices and procedures of Extension and the University.

Toman holds a B.S. in zoology and a M.S. in botany from Eastern Illinois University, and a Ph.D. in plant pathology from the University of Illinois.
